Rome exerts a profound influence across Luke-Acts. The decree of Caesar Augustus in Luke 2:1–2 came from Rome and key events in the lives of Jesus and the apostles are narrated with reference to Roman rulers (e.g., Luke 3:1; Acts 18:12). However, the consensus view of identifying ‘the end of the earth’ with Rome and seeing Acts 1:8 as outlining the course of events in Acts does not stand up to scrutiny. As J. M. Scott points out, ‘the geographical horizon of Luke-Acts is larger than the Roman Empire’.
